FM Conway secures £1.25b contract with the City of Westminster

Leading infrastructure services provider FM Conway, working alongside professional services firm WSP, has been appointed to deliver a major highways and public realm contract for Westminster City Council, building on a collaborative partnership that has spearheaded significant innovation in technology and sustainability.
The contract, awarded for an initial 8.5-year term with the option to extend for a further four years, has an estimated total value of £1.25 billion over 12.5 years. It covers the design, construction, inspection and maintenance of Westminster’s public highway assets, including carriageways, footways, street lighting, drainage, bridges and structures, alongside support for a range of regulatory functions.
The award reflects FM Conway’s ability to deliver services worthy of a world-renowned area, underpinned by strong local knowledge, technical expertise and an integrated digital delivery model. The company will self-deliver the core scope, supported by a trusted network of specialist local supply chain partners. This approach ensures a high level of quality, accountability, and efficiency, while leveraging local expertise where it adds the most benefit to provide value for money.
FM Conway’s proven capability to deliver maintenance and upgrades across Westminster’s complex and historic infrastructure will be further strengthened by the global resources of the wider Vinci Group and builds on a strongly established working relationship with the City of Westminster.

This has been showcased by award winning public realm works such as the Strand Aldwych transformation and complemented by advances in sustainable infrastructure like the road surface installed on Elmfield Way boasting a UK-best 92% recycled content. Continuing their professional partnership with FM Conway, WSP will lead on the public realm design, flood risk management, and road safety aspects of the contract, utilising their extensive experience delivering complex urban infrastructure projects in dense city environments, their strong track record in integrating sustainable drainage and flood mitigation solutions, and their deep understanding of highway safety and public realm best practice. Their established working relationship with FM Conway, combined with their technical expertise and familiarity with Westminster’s streetscape and stakeholder requirements, will ensure a coordinated, high-quality design approach that supports efficient delivery and long-term value for the City.
